This is how I fix my Virgin Media not very smart modem.
TL:DR — This is really for me. YMMV

Check the hubs
Power off the Virgin Router
Power off any other Router
Power Off any hub
Power off all WiFi Base Stations
Power on order (wait 30 secs between each)
Hub
Router
Virgin Router
WiFi base stations
Test the network now.
If you do all this and its still an issue continue
Check the fault
- Check the speed. Is it what you expect?
If not.
- Report it as a fault. (Dial 150 from the home phone says yes to is it this line, then let them run their equipment test).
- If there is a known fault do not continue with this checklist. Let them fix it.
- if the speed is OK again you can leave it at that.
If not.
- First turn off the router, leave for fifteen minutes then turn on again
- if the speed is OK again you can leave it at that. Leave it overnight before going on to the nasty steps below
If not
Return to a ’reset’ Virgin media setup,
This appears to be the standard Virgin procedure to reset the speeds. This is hard and can’t be left half done - (do or do not there is no try).
Disconnect Port 1 from the Virgin router (leave it connected to the Router/Firewall so you know where to connect it again and connect Port 1 to a mac or PC with an Ethernet Cable.
- Make sure it is set to automatic Ethernet
- if that fails you might have to give it a 192.168.0.xx number (not 1 - thats the router
- Reset the Virgin router
- Turn on router
- Press "Factory Reset button" and hold for at least 15 seconds
- Device restarts automatically
- Default settings have been restored (takes a little while, patience)
- Reboot the pc or mac you are connecting directly to the router
- From the pc or mac check the speed is OK again
If not.
- First turn off the router, leave for fifteen minutes then turn on again
- If the speed is not OK again turn off leave for fifteen mins and try again
- You might do this a few times to be sure.
- Eventually when you get a proper speed connection.
- From the pc or mac Log in to the router on 192.168.0.1 (I think it is admin and the password written on the Virgin sticker on the box itself)
- Use the web interface of the router to set the router into ‘modem mode’
- Turn off the router and reconnect port 1 to the Edge Router.
- Turn it on. Wait for the connection to come up.
- Use Airport Utility to see ‘Internet’ is green from the build network
- Wait overnight. Check from another device on the network.
